In order to get a waiver you had to provide evidence that kits to do this were not commercially available by obtaining written response from three sources that they were not available (catalogs or auto parts stores, etc.)
Now, they ALSO told me that they knew the kit no longer exsisted, but that I had to get the paper regardless.
I got the papers and waiver and registered the car, but it cost me close to $100 at the time and a LOT of hassle. It seems that time has not changed the over-zealous crowd @ SoCal AQMD.
