PikUp, or TR40, CRV engine problem

My new (5050 kms ) Mahindra 2500cc diesel engine is 'surging', that is, at fixed accelerator position, no load, various gears, the engine spontaneously revs up and back to the previous revs, as though more fuel is being injected or the turbo is boosting/un-boosting. (Not very technical, but I'm not a diesel expert, to say the least).
The local dealer will look at the problem at first service tomorrow but seems vague about this problem.
Any advice appreciated,
